Broward County ELSS Enforcement — Highest Non-Compliant Inventory Outside Miami-Dade

Broward County has the second-highest concentration of ELSS-subject buildings in Florida, behind only Miami-Dade County. The Fort Lauderdale Beach corridor, Galt Ocean Mile, Hollywood Beach, Hallandale Beach, and the Intracoastal waterway from Deerfield Beach to Aventura contain dozens of 1970s and 1980s residential high-rise condominiums that were built without full sprinkler systems and are subject to the Florida Statute 718.112(2)(l) ELSS mandate. Broward County Fire Rescue (BCFR) cross-references the state's non-compliance database and is actively issuing citations, pursuing special magistrate proceedings, and escalating fines against buildings that did not submit ELSS plans by the January 1, 2024 deadline. ELSS Engineering for Broward County High-Rise Buildings

EB Life Safety's Broward County ELSS engineering process follows a systematic four-phase approach. Phase I: Existing Conditions Assessment — our engineers conduct a floor-by-floor inspection of the building, documenting all fire alarm components, sprinkler coverage zones, smoke control systems, fire-rated assemblies, emergency lighting, and emergency power. Phase II: Gap Analysis — we document the specific deficiencies between the building's current systems and NFPA 101 §31.3.5.12.3 requirements. Phase III: ELSS Plan Development — we specify all required improvements with engineering analysis, code references, and sequencing appropriate to the building's operational constraints. Phase IV: BCFR Submission and Approval — we prepare the PE-sealed plan package, submit to BCFR, respond to any plan review comments, and coordinate through to formal BCFR acceptance. After acceptance, we coordinate annual NFPA 4 Integrated System Testing and provide the PE certification BCFR requires each year.

ELSS Enforcement Resolution for Broward County Buildings Under Citation

For Broward County buildings already under BCFR citation or in special magistrate proceedings, the path forward requires both technical and procedural action. The technical path: begin the ELSS process immediately, document all board decisions and engagement with a qualified PE in board meeting minutes, and prepare the ELSS submission as quickly as practicable. The procedural path: respond formally to BCFR's citation within the required timeframe, request a compliance extension from the magistrate citing demonstrated good-faith progress, and present the ELSS plan submission timeline as evidence of commitment to compliance.
